Empty layer is moved to the bottom of SLL #41

deferred loading layer -> click -> it is moved to the bottom -> then up again
if a layer is null, it is moved permanently

Cannot catch this, null layer just does nothing, deferred layers work normal. Postponing till the bug appears.
