It looks to me that the extension caches all scan results in the current session so that you can then "download", or fetch them any time. In this case a "download delay" makes no sense.
I do need to point out that we may need a rate-limiting feature upon scanning, as http GET rate hikes during image scanning process before the whole session gets blocked by CloudFlare.

I use this extension to download photos from articles of one tg channel, and I need to re-download some pics (thankfully, they are statically numbered), when total amount exceeds 60-70, because server just stops them from downloading
Why option to make a delay between downloads got removed?
I'm afraid on some sites on large downloads it'll get user kicked or something similar
