In helping some packages migrate, i've come accross many that use binary repackaging.

There was a time in my memory where Anaconda recipes used these liberally for windows since it was so hard to compile things at the time.
What is our policy when we come across these?
Many of these recipes seem abandoned by their original maintainers since the maintainers might have moved on.
