Confirm PDF generation error message content and placement

When I've had issues with PDF generation, I'm not seeing the expected error message. I'm not sure if this is a symptom of QA, or if we really do need to update our error message content and placement.

Expected

The error should appear right above the "Back" and "Continue" buttons with specific language around PDF generation and requesting the user to try hitting "Continue" again.

Actual

The error message is appearing higher than expected, and has general content that does not relate to PDF generation.
