Provide linux-musl-loongarch64 builds

We're likely to introduce an Alpine sysroot, but official support (docker-library/official-images#17607) is blocked by non-technical factors. We need to envision an alternative approach.

Turns out the .NET rootfs provisioning script does not need to be run natively, so I'm able to push a musl rootfs based on Alpine Edge at ghcr.io/loongson-community/dotnet-unofficial-build-rootfs:95f50458d71c-20241122T091814Z-musl.
