CPU allocation beyond what is listed?

It appears that sometimes we are allowed to use more CPU than listed for a short amount of time. Is this true? and what are the parameters of when and for what sizes that will be allowed?

Is it also true for memory?

There are general purpose T series instances which provide a baseline CPU but allow the CPU to be burstable over the baseline. To answer this more accurately, can you specifiy which Notebook server instance you're running or questioning?
