When specifying PublishWithGitHubActions as a known image id it fails compiling, so use int instead https://docs.microsoft.com/en-us/dotnet/api/microsoft.visualstudio.imaging.knownimageids.publishwithgithubactions?view=visualstudiosdk-2022
