Rewrite not work when create new markdown file

Describe the bug

rewrite rule doesn't work correctly when create new markdown file.

Reproduction

1, Set rewrite

// vitepress/config.js
rewrite: [`en/:rest*`]: ':rest*'

2, Create new markdown file docs/en/test.md

3, Expect visit file by url /test, but it redirect to /en/test.

4, Restart dev server, problem resolved.

Expected behavior

Expect rewrite rule work correctly when create new markdown file.
