Release icewm-1.3.12

This is the latest release of the icewm carry-on fork. This is a stable maintenance release and all code changes have soaked for a month or so. There are still some outstanding issues; however, some have been addressed. The primary changes for this release are a lot of translations updates thanks to the OpenSUSE Weblate tool. See the NEWS and ChangeLog files in the release for details. Included in this release are updated translations for a good number of languages. See INSTALL for autoconf build and INSTALL.cmakebuild for cmake build in the release. A big thank-you to all of the contributors for keeping IceWM alive and vibrant. I hope you enjoy.
