This release serves as a marker in the transition from the Project Fluent related crates being a wholly Mozilla managed project to bringing on non-Mozilla community maintainers. The safe harbor release series publishes the current Git HEAD of all crates as a convenience to downstream consumers that either audit the code and contributors, don't want to adopt potential changes for whatever reason, or just want an easy reference point against which to compare future releases.

@zbraniecki This one is relatively minor compared to the crates in the main fluent-rs workspace, but personally I still think it makes sense to demarcate this transition a little bit, and a minor patch release seems like the way to do this. Given that you are the only current author on this crate I also think it would make sense for you to --amend this commit and either set yourself as the author or add a sign-off tag and at least be the committer. It also probably makes sense for you to be the one to tag and publish to crates.io.

What I did not include here yet (and hence draft status) that might also make sense is explicitly adding author information naming myself and @waywardmonkeys so there is a clear hand off so people know what name to expect on future releases, not just unspecified "non-Mozilla folk".
